Chapter 6: The Residents of Ayodhyā
Text 1.6.14

न नास्तिको नानृतको न कश्चिदबहुश्रुतः
नासूयको न वाशक्तो नाविद्वान्विद्यते तदा

na nāstiko nānṛtako na kaścid abahu-śrutaḥ
nāsūyako na vāśakto nāvidvān vidyate tadā

na = no; nāstikaḥ = one there who disbelieved in the afterlife; na = not; anṛtakaḥ = speaking untruth; na kaścit = no one; abahu-śrutaḥ = who had learnt several scriptures; na = no; asūyakaḥ = one who was envious; na = no; va = and; aśaktaḥ = incapable of attaining goals pertaining to this life and the next; na = no; avidvān = one who was unenlightened; vidyate = there was; tadā = when Daśaratha was ruling his kingdom.

When Daśaratha was ruling his kingdom, there was no one there who disbelieved in the afterlife, no one speaking untruth, no one who had learnt several scriptures, no one was envious, no one incapable of attaining goals pertaining to this life and the next, and no one who was unenlightened.

This verse is about the residents of Daśaratha’s kingdom outside Ayodhyā. Therefore, the author is not stating anything redundant here.
