Chapter 1: Daśaratha Desires to Appoint Rāma as the Crown Prince
Text 2.1.26

सत्संग्रहप्रग्रहणे स्थानविन्निग्रहस्य च।
आयकर्मण्युपायज्ञः सन्दृष्टव्ययकर्मवित्॥

sat-saṅgraha-pragrahaṇe sthānavin nigrahasya ca
āya-karmaṇy upāyajñaḥ sandṛṣṭa-vyaya-karmavit

sat-saṅgraha-pragrahaṇe = [He was also capable] of accepting and maintaining saintly persons; sthānavit nigrahasya ca = He knew when to punish the miscreants; āya-karmaṇi = income; upāyajñaḥ = He knew how to procure; sandṛṣṭa-vyaya-karmavit = and He knew how to spend it according the scriptures.

[He was also capable] of accepting and maintaining saintly persons. He knew when to punish the miscreants. He knew how to procure income and He knew how to spend it according to the scriptures.

Sthānavin nigrahasya ca (“He knew when to punish the miscreants”) literally means “He knew about the opportunity to engage in the punishment of miscreants.” 8 He knew how to extract procure income justly, that is, He was intelligent to procure taxes from the citizens without harassing them like a bee extracting honey from flowers.

He knew how to spend the procured money according to the scriptures, by deciding [when] to spend 75% or 50% or 25% of the income.1
