Chapter 1: Daśaratha Desires to Appoint Rāma as the Crown Prince
Text 2.1.45

नानानगरवास्तव्यान्पृथग्जानपदानपि।
समानिनाय मेदिन्याः प्रधानान्पृथिवीपतीन्॥

nānā-nagara-vāstavyān pṛthag-jānapadān api
samānināya medinyāḥ pradhānān pṛthivī-patīn

nānā-nagara-vāstavyān = the residents of many cities; pṛthak-jānapadān = and districts; api = and; samānināya = he invited; medinyāḥ = of the earth; pradhānān = as well as the chief; pṛthivī-patīn = kings.

He invited the residents of many cities and districts as well as the chief kings of the earth.

Daśaratha invited chief kings of the earth, not just subordinate rulers of men.

The first line can also be read as: nānā-nagara-vāstavyān pṛthag jānapadān api. This indicates that Daśaratha extended his invitations individually.
