Canto 1 - Boyhood
Bāla-kāṇḍa
Chapter 27: Viśvāmitra Teaches Rāma to Summon Divine Weapons
Text 1.27.25-26

yad yad icchasi bhadraṁ te tat sarvaṁ karavāma vai
tato
rāmaḥ prasannātmā tair ity ukto mahā-balaiḥ

pratigṛhya ca kākutsthaḥ samālabhya ca pāṇinā
mānasā
me bhaviṣyadhvam iti tān abhyacodayat

yat yat icchasi = that You desire; bhadram te = auspiciousness unto You; tat sarvam = all; karavāma vai = we will do; tataḥ rāmaḥ = Rāma; prasanna-ātmā = of a happy mind; taiḥ = by those; iti = thus; uktaḥ = addressed; mahā-balaiḥ = powerful ones; pratigṛhya ca = accepted their services; kākutsthaḥ = Kākutstha; samālabhya ca = touched them and; pāṇinā = with His hand; mānasāḥ = mind; me = My; bhaviṣyadhvam = follow; iti tān = then; abhyacodayat = instructed them.

Auspiciousness unto You! We will do all that You desire. Addressed thus by those powerful ones, Kākutstha Rāma of a happy mind then accepted their services, touched them with His hand and instructed them, “Follow My mind.” [1]

“Follow My mind” means “Appear before Me as soon as I think of you.”

NOTE. In his purport to Bhagavad-gītā 3.22, Śrīla Prabhupāda notes that all the celestials are actually under the control of the Supreme Lord by quoting Śvetāśvatara Upaniṣad (6.7):

tam īśvarāṇāṁ paramaṁ maheśvaraṁ
taṁ devatānāṁ paramaṁ ca daivatam
patiṁ
patīnāṁ paramaṁ parastād
vidāma devaṁ bhuvaneśam īḍyam

He explains this verse as follows: “The Supreme Lord is the controller of all other controllers, and He is the greatest of all the diverse planetary leaders. Everyone is under His control. All entities are delegated with particular power only by the Supreme Lord; they are not supreme themselves. He is also worshipable by all demigods and is the supreme director of all directors. Therefore, He is transcendental to all kinds of material leaders and controllers and is worshipable by all.”
