Text 1.55.1

tatas tān ākulān dṛṣṭvā viśvāmitrāstra-mohitān

tataḥ tān ākulān dṛṣṭvā = seeing them very disturbed; viśvāmitra astra-mohitān = and overwhelmed by Viśvāmitra’s weapons; vasiṣṭhaḥ = Vasiṣṭha; codayām āsa = directed Śabalā; kāmadhuk = O wish-fulfilling cow; sṛja = create [another army]; yogataḥ = through your great mystic power.

Seeing them very disturbed and overwhelmed by Viśvāmitra’s weapons, Vasiṣṭha directed Śabalā: O wish-fulfilling cow, create [another army] through your great mystic power.

This chapter describes that Viśvāmitra obtained divine weapons and reattacked Vasiṣṭha’s āśrama. It is understood that even though Śabalā was an animal, she was blessed by Lord Brahmā with mystic potency.
