नाराजके जनपदे योगक्षेमं प्रवर्तते।
न चाप्यराजके सेना शत्रून्विषहते युधि॥
nārājake janapade yoga-kṣemaṁ pravartate
na cāpy arājake senā śatrūn viṣahate yudhi
na = no; arājake = without a genuine king; janapade = in a land; yoga-kṣemam = yoga-kṣema; pravartate = there is; na ca api = cannot; arājake = in the absence of a bona fide king; senā = the army; śatrūn = its enemies; viṣahate = conquer; yudhi = in battle.
In a land without a genuine king, there is no yoga-kṣema. In the absence of a bona fide king, the army cannot conquer its enemies in battle.
1 This refers to enterprise and security. It is the responsibility of the king to acquire property and wealth through enterprise and then secure what has thus been acquired. This will not take place up to the standards of the Dharma-śāstras.
Yoga means gaining what is necessary. Kṣema refers to refers to preserving what has been thus gained.1
