ये हि संभिन्नमर्यादा नास्तिकाश्छिन्नसंशयाः।
तेऽपि भावाय कल्पन्ते राजदण्डनिपीडिताः॥
ye hi sambhinna-maryādā nāstikāś chinna-saṁśayāḥ
te ’pi bhāvāya kalpante rāja-daṇḍa-nipīḍitāḥ
ye = those; hi = indeed; sambhinna-maryādāḥ = and have transgressed their varṇāśrama codes of conduct; nāstikāḥ = who have not accepted Vedic authority; chinna-saṁśayāḥ = will no longer fear any such punishment; te = they; api = even; bhāvāya = of flourishing [in that environment]; kalpante = will be capable; rāja-daṇḍa-nipīḍitāḥ = formerly tormented by the punishments of a genuine king.
Those who have not accepted Vedic authority and have transgressed their varṇāśrama codes of conduct, formerly tormented by the punishments of a genuine king, will no longer fear any such punishment. Indeed, they will even be capable of flourishing [in that environment].
