Chapter 100: Rāma Instructs Bharata About the Duties of a King
Text 2.100.53

कच्चिन्न सर्वे कर्मान्ताः प्रत्यक्षास्तेऽविशङ्कया।
सर्वे वा पुनरुत्सृष्टा मध्यमेवात्र कारणम्॥

kaccin na sarve karmāntāḥ pratyakṣās te ’viśaṅkayā
sarve vā punar utsṛṣṭā madhyam evātra kāraṇam

kaccit = I hope that; na = do not; sarve = all; karma-antāḥ = the workers; pratyakṣāḥ = come into presence; te = Your; aviśaṅkayā = fearlessly; sarve = all of them; punaḥ = or that; utsṛṣṭāḥ = are far away out of Your sight; madhyam eva = a middle course of action; atra = in dealing with them; kāraṇam = would be effective.

I hope that all the workers do not fearlessly come into Your presence or that all of them are far away out of Your sight. A middle course of action would be effective in dealing with them.

If the workers fearlessly come into the king’s presence, there is the possibility of disrespecting their master and so on. When they are completely out of the king’s sight, they might not report their work leading to the king’s anger or they might not do their work.

It is therefore implied that a course of action in between these two [extremes]—meeting them [only] at appropriate times—would be suitable.
