स तेन सह संयुक्तः पावकेनानिलो यथा।
श्रीमान्राजवरस्तेन जनस्थानं निपातितम्॥
नैव देवा महात्मानो नात्र कार्या विचारणा॥
sa tena saha saṁyuktaḥ pāvakenānilo yathā
śrīmān rāja-varas tena janasthānaṁ nipātitam
naiva devā mahātmāno nātra kāryā vicāraṇā
saḥ = Rāma; tena = by Him; saha = with; saṁyuktaḥ = was accompanied; pāvakena = fire; anilaḥ = the wind; yathā = like; śrīmān = prosperous; rāja-varaḥ = the best of kings; tena = He; janasthānam nipātitam = caused the fall of Janasthāna; na eva = not; devāḥ = devas; mahā-ātmānaḥ = greatly powerful; na = no; atra = about this; kāryā vicāraṇā = there can be dispute.
Like the wind with fire, prosperous Rāma, the best of kings, was accompanied by Him. He, not greatly powerful devas, caused the fall of Janasthāna. About this there can be no dispute.
Devas didn’t come to assist Rāma.
GLOSS. [The glossator takes sa tena as satena which can be split as satā and ina, indicating that] this was an address to the mighty Rāvaṇa and that Rāma, the best of kings, was accompanied by the saintly Lakṣmaṇa.
These verses constitute an answer to Rāvaṇa’s question in text 13. In comparison to Rāma, devas do not possess great power at all. That the rākṣasas have been killed by Rāma [alone] is reasonable. This is the implication.
NOTE. None of the celestial beings or worshippable deities is powerful in comparison to the Personality of Godhead Nārāyaṇa because He is the one who gives them whatever power they exhibit. He uses them to fulfill the prayers of their worshippers too. They can’t even infuse faith in the hearts of their devotees that they should worship those celestial beings—even that has to be done by Kṛṣṇa. All this is clearly noted in Bhagavad-gītā 7.21-22:
yo yo yāṁ yāṁ tanuṁ bhaktaḥ
śraddhayārcitum icchati
tasya tasyācalāṁ śraddhāṁ
tām eva vidadhāmy aham
“I am in everyone’s heart as the Supersoul. As soon as one desires to worship some demigod, I make his faith steady so that he can devote himself to that particular deity.”
sa tayā śraddhayā yuktas
tasyārādhanam īhate
labhate ca tataḥ kāmān
mayaiva vihitān hi tān
“Endowed with such a faith, he endeavors to worship a particular demigod and obtains his desires. But in actuality these benefits are bestowed by Me alone.”
