Chapter 32: Śūrpaṇakhā Goes to Meet Rāvaṇa
Text 3.32.21

रावणं सर्वभूतानां सर्वलोकभयावहम्।
राक्षसी भ्रातरं शूरं सा ददर्श महाबलम्॥

rāvaṇaṁ sarva-bhūtānāṁ sarva-loka-bhayāvaham
rākṣasī bhrātaraṁ śūraṁ sā dadarśa mahā-balam

rāvaṇam sarva-bhūtānām = and made all creatures cry; sarva-loka-bhaya-āvaham = who terrified all the worlds; rākṣasī = rākṣasī; bhrātaram = her brother; śūram = and heroic; = the; dadarśa = saw; mahā-balam = greatly powerful.

The rākṣasī saw her greatly powerful and heroic brother who terrified all the worlds and made all creatures cry.

This is the conclusion [of a description of Rāvaṇa as seen by Śūrpaṇakhā] and so there is no redundancy here in comparison with the initial statement in this chapter that she saw him.1

1 The detailed description of Rāvaṇa in this chapter is an indication of what Śūrpaṇakhā thought about him when she saw him. Śrī Vālmīki describes earlier in this chapter that she saw Rāvaṇa. In the current verse he states that she saw Rāvaṇa again, this time while thinking about his past and present. Of course, this happens all the time in our daily lives. We see someone from a distance and then look at him with our memories of him and how he has changed (if he has changed), etc.
