Chapter 7: King Daśaratha’s Ministers
Text 1.7.7

कीर्तिमन्तः प्रणिहिता यथावचनकारिणः।
तेजःक्षमायशःप्राप्ताः स्मितपूर्वाभिभाषिणः॥

kīrtimantaḥ praṇihitā yathā-vacana-kāriṇaḥ
tejaḥ-kṣamā-yaśaḥ-prāptāḥ smita-pūrvābhibhāṣiṇaḥ

kīrtimantaḥ = the ministers were celebrated for their knowledge of counseling; praṇihitāḥ = they were never inattentive in governmental duties; yathā-vacana-kāriṇaḥ = they did what they said; tejaḥ-kṣamā-yaśaḥ-prāptāḥ = they had attained fame on account of their prowess and tolerance; smita-pūrva-abhibhāṣiṇaḥ = their smile preceded their speech.

The ministers were celebrated for their knowledge of counseling. They were never inattentive in governmental duties. They did what they said. They had attained fame on account of their prowess and tolerance. Their smile preceded their speech.

Yathā-vacana-kāriṇaḥ (“they did what they said”) indicates that they did not have one thing in their mind, something else in their speech and yet something else in their action [2]. That they smiled before speaking demonstrates their lack of envy.
