Chapter 14: Daśaratha Grants Kaikeyī her two Boons
Text 2.14.61

यदा वक्तुं स्वयं दैन्यान्न शशाक महीपतिः।
तदा सुमत्रं मत्रज्ञा कैकेयी प्रत्युवाच ह॥

yadā vaktuṁ svayaṁ dainyān na śaśāka mahī-patiḥ
tadā sumantraṁ mantrajñā kaikeyī praty uvāca ha

yadā = when; vaktum svayam = to speak out anything; dainyāt = out of dejection; na śaśāka = was unable; mahī-patiḥ = the king; tadā sumantram = Sumantra; mantrajñā = who was experienced in counsel; kaikeyī = Kaikeyī; prati = to; uvāca ha = replied [as follows].

When the king was unable not speak out anything out of dejection, Kaikeyī who was experienced in counsel replied to Sumantra [as follows].

Kaikeyī was experienced in counsel, that is, she was experienced in deliberation appropriate to accomplishing her goal in accordance with political principles.
