Text 2.44.9
शिवः सर्वेषु कालेषु काननेभ्यो विनिःसृतः।
राघवं युक्तशीतोष्णः सेविष्यति सुखोऽनिलः॥
śivaḥ sarveṣu kāleṣu kānanebhyo viniḥsṛtaḥ
rāghavaṁ yukta-śītoṣṇaḥ seviṣyati sukho ’nilaḥ
śivaḥ = the gentle; sarveṣu kāleṣu = all the time; kānanebhyaḥ = over the forests; viniḥsṛtaḥ = released; rāghavam = Rāghava; yukta-śīta-uṣṇaḥ = with appropriate coolness and heat; seviṣyati = will serve; sukhaḥ = and happy; anilaḥ = Vāyu.
The gentle and happy Vāyu released over the forests will serve Rāghava with appropriate coolness and heat all the time.
“All the time” refers to the six seasons headed by spring. The wind will be appropriately cool and hot, that is, the wind will be cool or hot to touch by having contacted items appropriate for the respective time [of the year].
NOTE. This is also out of fear of the Supreme Personality of Godhead. Bhīṣāsmād vātaḥ pavate: “Vāyu blows out of fear of the Supreme Being.” (Taittirīya Upaniṣad 2.8.1)
