Chapter 100: Rāma Instructs Bharata About the Duties of a King

कच्चिज्जानपदो विद्वान्दक्षिणः प्रतिभानवान्।
यथोक्तवादी दूतस्ते कृतो भरत पण्डितः॥
kaccij jānapado vidvān dakṣiṇaḥ pratibhānavān
yathokta-vādī dūtas te kṛto bharata paṇḍitaḥ
kaccit = have; jānapadaḥ = a man who is born in the country; vidvān = who understands others’ intentions; dakṣiṇaḥ = who is capable; pratibhānavān = shrewd; yathā-ukta-vādī = who delivers a message as it is spoken; dūtaḥ = as messenger; te = Your; kṛtaḥ = You chosen; bharata = Bharata; paṇḍitaḥ = and who can discriminate properly 6.
Bharata, have You chosen as Your messenger a man who is born in the country, who understands others’ intentions, who is capable, shrewd, who delivers a message as it is spoken and who can discriminate properly?
“Born in the country” indicates that if he were to be born elsewhere he could be partial [to others]. Such a messenger had to be shrewd, that is, he should know how to instantly reply to another’s statement. Yathokta-vādī also indicates that though he had to speak variously as required to fulfill the task at hand, he had to do so without going against his master’s words.
